Tho Iliclimond Enquirer publishes an elabórate letter from 11. I. Collier, taking irrounds against the seeessionists, and thu tbllowing from Col. Hopkins, one of the democratie nominees for Presidential electors, who, it will be seen, repudíate the secessionists and takos gruuud fur Douglas: PnTEnsnuRO, Juno 29. 1860. . Gentlemen - In your semi-weekly issue of this niorning I find the following aunounecment : NATIONAL DEMCCKAT1C TICKKT. Fr Preeidfnt of the United States, JOUti C. BRECK1NRIDGE, of Kontucky, For Vice President of the United States. GEN'L, JO9EPH LANJB, of Orcgon. Aad undorueath yon publisli tho nainea of the electors composing the "National Deniocratio Ticket." As niy name appoar in that couneotion amougst them, silenco would imply ray acquiescenco in the announsemcut, and so produce a wrong impression. I deeui it duo to the frieuds of theso distingushed candicates, thcrefore, to defiue my position promptly aud candidly. I was appointcd the elector of thu seoond electoral district, to support the noniinees, as I understaud it, of the natioual democratie conveution, rogularly assembled according to the usagus of the democratie party. I caunot regard the "socession conventiou" that nomiuated Messrs. Ureckinridge and Lañe as a jegular democratie couvention, any more than I would regard a fragment of the two houses of our Legislature sccediiig from the regular bodies, and organizing tliemselves elsewhere to to pass laws, a regular Legislature. ■t lf I should be told that the constiutiou of the Stato roquires a uiajority of each house to form a quorum tbr business, so, I reply, the principies and usages of tho deinocracy (its constitutiou) concede to the majority the right to rule in eonvention. Nor can I comprehend how it is that such a conveution as nevcr before assembled in all the histojy of our national couveutious can claim usage or even precedent for its validity. On the coutrary, regarding Stephen A. Douglas as the regular nomineo of tho regular democratie couventiou, I shall support his nomiuation moBt cordially, not only on that ground, but becauso of his life-long deinocracy, his ripe experience, his great abilities, and tne large amount of valuablo public service he has rendored his country. Indeed, since Gov. Wise withdrow, he has been my choice for the Presidency. It is my pride that I have alwayg been with my party, in its defeats as well as its triumphs. And now that its ditficultios and dangers are greater than ever. I moan to evince my devotion to its principies and its integrity by the services I can reñder it, whether ï can be with a majorify or a minority in the end. I dislike to differ with my friends, aud copecially you, Messrs. Editora, but the path of duty is plain before me, and I must pursue it firmly Ever truly yours,
