It's All In the Family There's no battle in at least one local family when the topic of combining police and fire departments is brought up. City Police Sgt. Herbert Kapp (right) the senior officer with the Ann Arbor Police Department, will soon complete his 38th year of city service. His son, Dean, has been an Ann Arbor fireman for the past five years and recently was promoted to the rank of lieutenant. The 43 years of combined service sets a record for one family in this area. And proposals to combine police and fire agencies don't worry either Sgt. Kapp or Lt. Kapp.
