PLANTER'S HELPERS: When criticism was heard of a proposal by Councilwoman Eunice Burns that youth be used to develop the city's flower bed plantings, she decided to prove her point by teaching her own daughters the "fine art" of weeding. Mrs. Burns (left) is shown during a gardening session with daughters Laurie, 9, and Cathy, 10, at the traffic island at Broadway and Plymouth Rd. This flower bed and others throughout the city are planted by Park Department workers, who normally handle weeding chores along with priority tasks of parks and playground maintenance, tree planting and golf course care.
